Lemme tell you this to any so-called "commission" artist out there. If you are looking for clients, DO NOT GO TO THEM. Let them come to you.
Reason I say this is because approaching a stranger, offering to draw their character, and then pull out the "Okay how much you gonna pay for it?" bullshit after the fact is scummy AF. To anyone reading this: be careful who you talk to. Do not offer commissions from anyone who just come to you out of the blue, buttering you up in "liking" your character or art. Nobody would want to just draw for you out of the goodness of their heart. Don't ever fall for it.
And to those who pull this shit on people: shame on you!

What you are seemingly describing might have been a genuine attempt to scam you. A regular artist would not even have the _time_ to do that!
Depending on the situation and how illegitimate the account looks, reporting the user in question might make sense. (If it was somebody here on NG, their account might be gone by tomorrow, if my suspicion is justified... Mr. Fulp is pretty quick in cases of actual scammers.)

Yes, I was nearly dooped into a "free gift" but the moment they were like "Okay you have to pay me now" I had to get out of there.
